A rebuttal is merited and necessary. In listing people’s disappointments with the IAS, also consider the unenviable environment of its operation. Subordinated to the political executive, IAS officers work under immense pressure from a proactive judiciary, civil society activism, vigilance agencies, sensationalising media and so on. Still, if the work efficiency of IAS alone as a service is to be measured, then look to the conduct of fair and impartial elections as the example, for this is a task that IAS officers undertake without any interference from any quarters.
